【摘要】
學用落差在臺灣已成為一種普遍的社會現象，造成了大學畢業生找不到工作而企業則找不到人才的供需問題。為了減緩這一現況，本研究受到臺中市政府的委託，對於臺中市的學用落差現狀進行研究，並提出銜接產學訓的可行性方案建議。
本研究透過焦點座談及深度訪談的方式，從業者、學校、學生以及臺中市政府相關局處(勞工局、教育局及經濟發展局)的角度，研究當前臺中市學用落差之成因以及學用落差所帶來之現象。此外，也透過與他們之間的訪談，探討了目前解決學用落差最常見的工具—產學訓合作可能存在的優勢與缺口。研究結果發現，目前臺中市確實存在一定程度的學用落差現象，其成因包含青年就業力不足以及學生所學學科與工作不相稱問題，並且為臺中市帶來青年流動率高、敘薪條件差、缺工現象嚴重以及企業對於員工培訓意願不高等現象。而對於產學訓合作目前的優勢及缺口，產官學三方對於產學訓合作的意願都相當高，也認為其能夠減緩缺工以及學用落差問題。而在缺口的部分，則希望產學訓合作在未來能夠在媒合、職訓、職涯以及政策四個方面進行改善。而最後，根據結論，本研究也提出了短期網路媒合平臺以及實體工作卡(Job Card)制度的短期建議以及未來減緩學用落差問題的中長期建議，希望能夠為相關政府單位提供未來的施政方向。
【Abstract】
Taiwan has been experiencing problems in talent mismatch, leading to the talent shortage and severe unemployment issue. In order to improve this situation, the research is entrusted by Taichung City Government to study the talent mismatch issue occurring in Taichung City, and give the possible solution and suggestion for Industry-University Collaboration.
To understand the factors influencing the talent mismatch and its phenomenon in Taichung City, a qualitative research design was used including focus group and depth interview to explore the point of view from enterprises, universities, students and even Taichung City Government regarding talent mismatch and the pros and cons of Industry-University Collaboration. The research found that talent mismatch is authentically existing in Taichung City, which is mainly resulted by the youths’ lack of employability and mismatch between students’ major and job. In terms of Industry-University Collaboration, the government, universities and industry are all willing to take part in it to improve the talent mismatch issue, however, they also expect that the collaboration will enhance from four aspects containing matchmaking, vocational training, career and legal policy in the future. Finally, the research gave some short-term and long-term suggestion for gradually eliminating the talent misatch so as to provide future direction for goveronment policy. |
