【中文摘要】全球性氣候變遷及環境惡化，巨災常態化早已成為世界各國須積極面對的災害趨勢，然而，我國體制面及法制面卻仍存在諸多問題與困難。國內現行災害體制採取「災因導向」管理，而非共通的運作架構，當面臨大規模、複合型或跨縣市災害時，從中央、地方到鄉鎮市區公所，難以在短時間內有效整合各種災害之整備與應變機制外，易導致災害目的事業主管機關與災害業務主管機關的業務授權與執行、協調與分工產生權責模糊空間，使災害防救面臨嚴峻的挑戰。
臺中市政府為因應全球巨災化趨勢，已於104年完成「臺中市政府災害防救體制與全事故應變機制建構之研究」，對於全災害應變機制研究已有初步成果。本研究結合大量國外文獻回顧及焦點座談，參考國際上重要城市災害防救架構作法，延續「臺中市政府災害防救體制與全事故應變機制建構之研究」基礎進行細部規劃，研擬臺中市災害防救委員會、市級災害應變中心及區級災害應變中心之任務編組、主導/主政/支援機關（單位），律定「平時」災害防救業務與「災時」災害應變任務，以專責單位（臺中市災害防救委員會）為運作核心，扮演協調、整合與督導之角色。進而以全事故功能分組研訂「臺中市災害應變中心作業要點」、「臺中市區級災害應變中心作業要點」及「臺中市政府災害應變前進指揮所開設作業要點」，律定災害應變中心開設及相關作業流程，以資訊量向上遞減概念及階段討論運作模式，強化災害應變中心運作效能。
臺中市全事故災害防救體制為全國災害體制轉變之前瞻性代表，未來仍須確定法源定位，並透過專業人力擴編、空間適當規劃及獨立經費運作，以完整推動全事故機制運作。此外，建議未來應持續透過演練檢視運作機制，確定災害權責關係，使全事故功能分組架構運作更加流暢與嚴謹。
【Abstract】
Climate change is now a normalcy world-wide. Every country must manage disaster with extreme caution. The focus of disaster management framework of Taichung City Government used to be single-hazard approach, which must be replaced with all-hazard approach that evolves with time.
In 2015, Taichung City Government started constructing the Emergency Operations Center framework, based on the Incident Command System from the United States. With anticipation of a comprehensive EOC network, the city government is determined to establish systematic and methodical structure of its Municipality level Disaster Management Commission and EOCs for each district.
This project aims to set up the standard operating procedures and its operation mechanism for the Emergency Operations Center. With the standardized procedures, the EOC will be more effective in both operation and information flow.
Enactment of laws and decrees is considered as a long-term goal of this project, as well as ensure the Emergency Operations Center structure fits the requirements by Disaster Prevention and Protection Act in Taiwan. Being an all-hazard approach pioneer in Taiwan, Taichung City Government is suggested to extend its organizational structure, professional personnel, spaces, and independent budget and funding. |
