【中文摘要】 臺中市因各項環境及交通等良好條件,吸引外來人口密集遷入,合併升格為直轄市迄今人口持續成長及城市高度發展,各項災害防救工作更顯重要。臺中市目前各項災害防救工作性質多元且複雜,且依災害類型、時序又橫跨各不同局處專業領域及權責,以臨時任務編組方式或由「局」或「科」層級統籌辦理,無正式組織且層級明顯不足,無法達到災害防救業務所需跨機關協調整合及主導之功能。本計畫透過大量國外文獻回顧及焦點座談,參考國際上重要城市災害防救架構作法,並對現階段臺中市災害防救體系及事故應變機制進行回顧與檢討。臺中市的災害防救體制未來應朝向全災害管理(all-hazard approach)及專責單位作法,設立專責的一級機關-災害防救委員會與危機監控小組進行跨局處整合協調各項災防工作,主導臺中市防災政策主軸,培養防災專業人才,災時則以功能編組(ESF)模式運作之災害應變中心,指揮調度各項資源及應變作業,才能從根本解決當前防災害救工作在體制、經費及專業人才之困境,進而因應並降低在全球氣候變遷影響下的大規模災害之衝擊。
【Abstract】 Due to its life convenience, population in Taichung City has been growing ever since it classified as one of the six special municipalities in Taiwan. With intense population and excessive urban development, disaster management is now an essential task to the local authorities. Regarding the current situation in Taichung, the scope of disaster management is complex and multitasking. Disaster management may include different sections and tiers based on hazard types and their related sequences. There is no official organization or clear-cut hierarchy to supervise and coordinate disaster management works when disaster strikes. This hydra-headed situation can be all authorities' worst nightmare. This project aims to review and examine current disaster management system and emergency response mechanism in Taichung City, in accordance with ample international literature reviews and focus groups, as well as disaster management measures throughout major cities worldwide. It is suggested that all-hazard approach should be adopted with a level one ad hoc unit in Taichung City. Establishing the disaster management council and crisis monitoring panel not only to coordinate each disaster management work, but to dominate disaster management policy while educating professionals for Taichung City. Nevertheless, Emergency Operation Center should operate in Emergency Support Functions mode during disaster period, to coordinate and dispatch all resources and response work. This is the only solution to its existing dilemma regarding disaster management system, budget, and professionals. Moreover, it helps reduce impacts from massive disasters caused by global climate changes. |
