本調查係依據「兒童及少年福利與權益保障法」之規定，針對臺中市兒童及少年身心發展、社會參與、生活及需求現況進行每四年一次的調查。本調查將臺中市未滿18歲之兒童及少年分為0~未滿6歲、6~未滿12歲及12~未滿18歲三個年齡層，採分層比例隨機抽樣法，以105年4月底設籍於臺中市未滿18歲之兒童與少年為母體，依行政區分為市區、山線、海線及屯區等四層，再依三個年齡層人口佔臺中市未滿18歲總人口數的比例分配樣本數隨機抽樣。問卷內容與設計經需求座談、學者專家座談會與專家效度審核後，擬定實施計畫報請相關單位後核定實施。調查工作於105年7至10月間進行實地訪查，共完成608案之調查訪問。本調查亦針對兒童之主要照顧者及少年代表舉辦兩場焦點座談會，就本調查之發現進行更深入的討論，並且與101年之調查結果進行比較。本調查發現在地理區域而言，山線及海線的福利資源相對較為不足。在福利補助方面，政府應放寬申請資格與條件。在兒童福利需求方面，政府應增設公立幼兒園及托育中心、提供多元的兒童活動空間，且相關服務須配合家長上下班時間，以增加使用機會。在少年福利需求方面，政府應提供安全打工機會、就業及課業輔導服務，並增設休閒活動場所。本調查並根據研究發現，針對各兒童及少年福利面向提出具體建議，以提供臺中市政府做為未來兒童及少年福利資源及福利政策規劃之參考。
This study was conducted in accordance with the Child and Adolescent Welfare and Benefits Protection Act, which should be conducted every four years for understanding the physical and mental development, social participation, living and needs of children and adolescents in Taichung. In this study, children aged under 18 were divided into three age groups of 0-6, 6-12, and 12-18 years old. The stratified random sampling method was adopted in this study. The survey was conducted from July to October in 2016 and completed a total of 608 cases. Two focus groups were also held for the primary caregiver and the child's representative to discuss the findings in greater depth. The findings were then compared with those of the previous studies. Geographically speaking, the study finds that the welfare resources of mountainous area and sea line are comparatively insufficient. In terms of welfare grants, the Government should reduce application requirements for eligibility. Regarding the needs of children, the Government should set up more public kindergartens and child care centers, provide more multifunctional spaces for children. The related services should be in line with the parents' working hours to increase the usage. Regarding the needs of adolescents, the Government should provide safe employment opportunities, employment and academic counseling services, and provide additional leisure venues. Based on the findings, the study provide useful and practical suggestions for the Taichung City Government in planning future welfare resources and welfare policies for children and adolescents. |
