后里車站周邊地區活化再利用研究案

計畫摘要 【摘要】
(一)研究目的
后里車站作為后里地區重要門戶之一,並擔負起早期臺糖貨運運輸及后里營區移防角色,在長期發展下,進出道路已不敷使用,且沿街商店林立亦加劇交通問題;然后里都市計畫將車站周邊規劃為工業區以及營區的阻隔,使車站周邊發展受限。而多項重大建設如科學園區、麗寶樂園等在后里生根落地,亦促使后里地區的轉變,加上當地農業資源(花卉)及觀光資源(后里馬場),以及市府將於2018 年舉辦花卉博覽會,為結合后里發展現況,有效活化車站周邊土地,爰辦理本研究案,並針對於車站鄰近土地(含都市及非都市土地)提出活化策略。
(二)研究及規劃範圍
后里區之人口成長、產業經濟、空間發展及自然生態等與未來后里車站周邊地區發展息息相關,因此本案將后里都市計畫650公頃範圍及后里車站周邊非都市土地約250 公頃納入研究範圍,研究範圍內之現況發展將作為規劃範圍內規劃之依據。本案規劃範圍則為2018年舉辦花卉博覽會需配合之都市計畫及后里車站後站眷村拆遷後騰空之土地,規劃範圍面積約18公頃(含鐵路用地約4.2公頃)。
(三)規劃研究方法
規劃研究方法包括:1.文獻探討、2.案例分析、3.上位及相關計畫、法令分析、4.訪談、5.舉辦座談會、6.願景工作坊(scenario workshop)。
(四)結論與建議
本案在進行研究及規劃範圍發展現況分析、相關計畫及工程建設、相關案例、發展潛力限制及未來發展預測後,提出之建議包括:規劃構想、實質計畫、再開發計畫三部分。規劃構想分整體規劃構想及前站、後站地區規劃構想;實質計畫包含土地使用計畫、公共設施計畫、交通系統計畫、開放空間系統、都市設計及景觀改善;再開發計畫則為前站甲后路歷史街區再發展、相關開發工程推動時程、推動機制等。
【Abstract】
1. Purpose
The Houli station is not only a major gateway but also a transportation post for both Tai-sugar raw materials and military transfer. Front station road can no longer provide reasonable service, but worsened by commercial establishments along street frontage. However, the original Urban Plan left both industrial zones and military compounds next to the station, leaving the area with no room for expansion. The comings of both Central Taiwan Science-based Industrial Park and Li-Pou Theme Park in the past decade had transformed its original rural landscape into urbanized terrain. This study is aimed at identifying major issues confronting existing local resources in order to prepare a strategic land use plan that can incorporate current constrains into both local agricultural and tourism context for the coming 2018 Flora Expo. This study includes a revitalization package for both urban and non-urban zones.
2. Study Area and Planning Area
First of all, this study analyzes demographic changes, industrial economy, spatial development and ecological concerns in the Houli region and the station district. Second, this study selects 650 hectares and urban land and 250 hectares of non-urban land covering the station area as its study area. Third, a total of 18 hectares next to the station (including 4.2 hectares of railway land) that will be the site next to the 2018 Global Flora Expo is the planning area for this study.
3. Research Methodology
The following methods are utilized in this study, including literature review, case study, plan review, legal analysis, interview, workshop and scenario workshop.
4. Conclusion and Recommendations
This study concludes with a conceptual framework, a physical plan and a revitalization action plan. The Conceptual Framework includes concepts for both the front and rear station areas. The Physical Plan includes land use plan, public facility plan, transportation plan, open space plan, urban design guidelines and landscape improvement proposal. The Revitalization includes redevelopment for the Historic District of Front Station Road, a implementation timetable and its mechanism.
