【Abstract】 For enhancing the implementation of gender equality in employment initiatives, Taichung City Government has designed various programs regarding parental leave without pay policy. The programs are proposed to encourage companies to provide employees a family-friendly working environment and increase the willingness of adopting deputy regulations for companies in order to increase local employment rate. Accordingly, the purpose of the commissioned resrach is to discover the difficulties and copings for employees’ parental leave among companies in Taichung City. The reseach data was primarily collected from two questionnaires, company questionnaire and parental-leave applicant questionnaire. The item designs of the questionnaires were based on the scopes and the contents of the research purposes, secondary data, and literature review. According to different aspects of the research results, the study proposed following suggetions: 1. Provide applicants friendly assistance from the need of parental leave. 2. Create a specific page on the homepage of Labor Affairs Bureau of Taichung City Government. The information of the Internet is able to provide the administrative guidance to companies for employees’ parental leave. 3. Based on the authority and considering the feasibility of administrating process and manpower allocation, Labor Affairs Bureau of Taichung City Government needs to formulate a review process for the labor dispute of return from parental leave. The review should include the specific administrative supervision and implementation in order to prevent employees from mistreatment. 4. Regarding to replacement of deputy, the study suggest to conduct job fares frequently and establish a manpower database according to different knowledge domaints or skills to fulfill the need of deputy. 5. Suggest Ministry of Labor to revise the legal interpretations in the flexible status regarding to start working again from parental leave.
