本研究旨在從服務使用者的角度，瞭解臺中市民對於現有兒童少年福利政策與福利資源之認知、及使用現況與滿意度，並針對臺中市市區、山線、海線及屯區之地理區差異，與兒童少年之家庭特性，分析不同地區與不同家庭型態之兒童少年福利需求。本研究採用焦點團體以及問卷調查作為主要之資料蒐集工具。焦點團體共辦三場，包括專家學者、青少年代表、及主要照顧者焦點團體。問卷調查之對象以民國101年一月底戶籍設於臺中市地區，年齡未滿十八歲之兒童少年為母群體，以面訪方式進行問卷調查，而實際問卷回答人為兒童少年家戶中之主要照顧者。採「分層二階段隨機」抽樣程序，共完成604案之調查訪問。研究發現在地理區而言，山線與海線兒童少年福利資源相對較少，需求較高；就家庭類型而言，新移民、原住民、與隔代教養兒童少年為特別需要關注之群體。本研究並根據研究發現，在各主要兒童少年福利面向提出具體建議，以供臺中市政府建構適切之兒童少年福利內涵與網絡。
【Abstract】：
This study aims to understand Taichung citizens’ perception of child and youth welfare policy and resources, and their levels of satisfaction, from the service users’ perspectives. It also proposes to analyze the welfare need of child and youth by locality (namely the City, Mountain, Sea and the Tuen areas of the great Taichung) and family types. This study uses focus groups and survey as the main data collecting methods. Three focus groups were held, including one expert group, one youth group, and one primary caregivers’ group. Survey uses face-to-face interviews, directed to 604 primary caregivers of children, sampled from a population of residents aged below 18 by the end of January, 2012. The research finds that, as far as locality is concerned, children and adolescents in Mountain and Sea areas are relatively deprived, so as the children from new immigrants, indigenous people families and those who nurtured by their grandparents. This research also provides the Taichung city government policy suggestions to establish a proper child welfare policies and networks. |
